Yes you have to drop the tank down to get the pump out. It is very common for these pumps to go bad and also burn out the connector at the pump. When you change the pump make sure you change the connector also. As for the regulator it is located in the intake plenum of the engine but would not give you the problems you described. Is the fuel pump on a 1999 chevy blazer on top of the gas tank? how hard is it to change? what about the fuel ?
The easiest way to change the fuel pump in the tank is take the bolts out of the bed that holds it to the frame and then slide the bed to the rear just enough to get to the fuel pump. Pull the pump after bed is pulled back, make sure all electrical parts and hoses are disconnected before pulling though, Battery, wires to pump and fuel lines etc. Check pump out before putting bed back in original place, start the truck and make sure pump is working okay, if you can and have the tool also check your fuel pressure, hope all this helps, it's the way we do it.Is the fuel pump on a 1999 chevy blazer on top of the gas tank? how hard is it to change? what about the fuel ?
GM puts the fuel pump IN the tank! You have to drop the tank and take the pump out from the top. You can do this without a lift, but the rear of the truck has to be really high, because the tank has to be twisted somewhat as you lower it.
