no u dont need to remove the wheel. look at the base of the ingnition tumbler on the exterior of the column right behing where the hazard swith is there is a little whole the all u need to do is stick the tip of a coat hanger in there turn the tumbler to the run postion while pushing that pin and pull it out.

look right under the ignition tumbler and see if there is a small 1/8 inch hole close to the column. if so turn the ignition to the on position and take a small rod and push in hole. then pull out tumblers.
