It has to be in the run position to remove. That's pretty common problem on the 98+ Chrysler's/Dodge.

If the key's not turning spray it down real good I use PB Blaster works real good. Then just insert the key and tap the head with something. Don't get real caveman with it just tap it softly and reinsert the key a few times. It should rotate. If it does not put the key in and only with the key in grip the very outer edge of the cylinder face with a small pair of channel lock pliers. Then rotate the cylinder to run with the key in it should turn with very little effort.

In general there's nothing really wrong with these locks they just get a bunch of dirt in the first 3 wafers causing the sidebar not to drop down. This prevents the cylinder from turning. once you get the lock on there's a square retainer on the bottom of the lock housing, may be on the back. When turned to run push the retainer in and the lock can be pulled out. How do i take a ignition switch out of a 2000 dodge stratus?

take your steering column cover off and there will be some bolts holding it on unhook the wire and pull the bolts unless it is in the dash the you got to pull the cover at the bottom of the dash and your column cover to get to the ignition after you pull the ignition. they switched over to that setup because ti is easier than pulling the steering wheel to get to it.if my answer doesn't help get a manuel from the parts hose of your Choice and look it up it should be more helpful than what i told you. my suggestion for a parts house is either advance or auto zone.
